Barry Holiday
Junior Warden
Barry currently serves as Managing Partner of Water Infrastructure Associates LLC.  He is working with clients to improve their understanding and effectiveness in working with the Corps of Engineers regarding maritime transportation and navigation infrastructure policy issues.
Barry previously served as Executive Director of a national trade association representing the dredging industry for the past 11 years. In this position, he participated in lobbying Congress on a wide range of environmental, maritime, appropriations and authorization issues, and continues to maintain an active relationship with Majority and Minority leadership and key staff members of the House T&I Committee, Senate EPW Committee, and Energy and Water Appropriations Subcommittees.  He led a national campaign and developed a broad-based coalition of maritime agencies, associations, and individuals to influence key provisions of Harbor Maintenance Trust Fund legislative action contained in the 2014 Water Resources Reform and Development Act.
Prior to his trade association position, Barry worked with the Corps of Engineers for 33 years in navigation leadership positions.  He served in headquarters as the Navigation Program manager for the Corps national navigation and dredging program, involved in agency level program development for deep draft and inland navigation projects. He has significant experience in Federal budget development, stakeholder collaboration, and oversight of expenditures for channel deepening, maintenance and rehabilitation of locks and dams, port and harbor channel maintenance, dredged material management and placement in many ocean and inland channels and communities throughout the US.
Barry has undertaken post graduate work in Marine Engineering and Oceanography from Texas A&M University, an MS in Oceanography from Old Dominion University, and a BS in Geology from the College of William and Mary.
